  These problems exist to varying degrees across the country, exposing the imbalance of the development of my country’s payment market, and also affecting high levels of opening up.The phenomenon of “digital obstacles” and “digital gaps” derived from paying derived to exclude some groups outside, which is not conducive to social fairness.Therefore, whether it is commercial banks, payment institutions or settlement institutions, whether it is financial management departments, local governments, or various businesses, we must raise awareness, adhere to the principle of payment as the people, accelerate the improvement of relevant institutional methods, increase the necessary resource investment, open upPayment service blocking point.In particular, the selection of payment methods and the development of payment tools should be fully taken into account the differences between urban and rural and between groups, and fully respect the habits and choice rights of different groups.

  For elderly groups, the focus is on optimizing the RMB cash use environment and providing convenience for the elderly who are accustomed to using cash.It should be further clarified that the punishment criteria such as refusal cash and other behaviors should be further clarified to increase the illegal cost of rejection cash behavior.Financial institutions and payment institutions should consider the needs of groups such as elderly people and retain the manual service window appropriately.In practice, although some merchants do not refuse to use cash, they often need to be improved because they do not find no change.

  For foreign personnel, in accordance with the principle of “large credit cards, small codes, cash pockets”, it is necessary to improve the convenience of payment from multiple aspects.For example, to further optimize the acceptance environment of overseas bank cards, gradually increasing POS machines that accept foreign cards in key cities and business districts, and international card organizations with more foreign cards should reduce the handling rate of foreign cards and appropriately allow business households; enrich mobile payment products, Simplify the requirements and processes of mobile payment tools to bind foreign cards, increase payment limit, and expand digital RMB pilot applications; add foreign currency exchange counters and machinery at airports and other places, add foreign currency exchange functions on more ATM machines, and facilitate foreign staff to exchange RMBCash.At the same time, it has steadily introduced foreign investment and further optimized the competitive environment and pattern of my country’s payment field.
